Anybody with a Windows-based PC can edit her photographs, but not necessarily with built-in Windows software. You can start with the Windows Picture and Fax Viewer in XP or Windows Photo Viewer in Windows 7, the default applications that open when you click on an image on a Windows XP- or Windows 7-based PC. You cannot edit photos with either program, but you can right click on the photo to bring it into the Paint program – which is not a photo-editing program but a drawing and painting program.
